The City of Rotterdam developed the roadmap to support its ambition to be the European centre of the circular economy by 2030. Actions are assigned in two phases that support short-term opportunities and long-term goals. Phase 1 focuses on “learning by doing” and incorporates circular thinking at political, municipal, and societal levels; executing projects and programs; and communications focused on spreading circular thinking. Phase 2 (to 2030) focuses on maximizing connections at all levels, and incorporating learnings from Phase 1 by embedding circular economy principles into the city’s business, knowledge centres, and households.
