The ambition set out for Portugal 2050 is designed to leverage and spur the development of work within the Action Plan for the Circular Economy (APCE) and must be approved by various ministries, civil society, and private organizations. It consists of the following elements: carbon-neutral economy, research and innovation, inclusive and resilient economic prosperity, and dynamic, inclusive society. Green and circular public procurement is a strategy in the action plan that aims to promote efficiency in using materials, retain material value, reduce costs while boosting the market for innovative circular products and services, and reduce environmental impacts.
