The City of Lappeenranta in Finland committed to reducing CO2 emissions and, in 2017, focused on reducing emissions within transport and fleet. The city aimed to use procurement to introduce a fully electric car-sharing service for city employees and third parties (residents, tourists, and businesses). The purpose of the procurement was to maximize resources by increasing the utilization rate among different users, reducing costs and travel-related CO2 emissions, and promoting the development of infrastructure needed for electric cars. The most economically advantageous offer was awarded based on 60% price / 40% quality.
