The City of Toronto developed the Circular Economy Procurement Implementation Plan and Framework (CE Framework) to support the implementation of circular economy principles into the procurement process to drive economic, social and environmental benefits. It outlines key principals, goals and objectives, and includes a plan and timeline for pilots, the identification of evaluation metrics, reporting, as well as market engagement with an aim to develop an evidence based and measurable circular economy procurement policy.
